Applications being accepted for LCRASC appointments

Deadline for applications for LCRA Steering Committee is February 5     

     The St. Augustine City Commission is accepting applications to fill vacancies on the Lincolnville Community Redevelopment Area Steering Committee (LCRASC).

     Applications are being accepted for three 3-year terms on the LCRASC. Interested individuals are invited to submit applications by close of business on Friday, February 5, with appointment tentatively scheduled for the City Commission meeting of February 22.

Purpose

The Lincolnville Community Redevelopment Area (LCRA) was established on April 8, 2013 when the City Commission adopted the Lincolnville Redevelopment Plan. The LCRA is governed by the St. Augustine Community Redevelopment Agency, which consists of the City Commission, and guided by a separate Steering Committee. The role of the Steering Committee is to discuss redevelopment activity in Lincolnville, gather input from the area’s public, and make recommendations to the Agency regarding the best course of action for implementing the goals, programs, and projects in the Lincolnville Redevelopment Plan.

The purpose of the LCRA is to promote the preservation and improvement of the Lincolnville neighborhood by implementing and encouraging physical revitalization and economic growth. The recommended projects in the Lincolnville Redevelopment Plan are designed to address underlying conditions of blight in the redevelopment area, such as deteriorating structures or economic distress. A powerful redevelopment tool, the St. Augustine Community Redevelopment Agency (CRA) is a public agency enabled by the Community Redevelopment Act (1969) to implement redevelopment activities at the local level. These activities are primarily funded through the growth of assessed property values, called tax increment financing (TIF).

 

CRA Funding

Tax increment funds are derived from ad valorem property taxes. When the Lincolnville CRA was established in 2013, the assessed value for the entire redevelopment area was set as a base year value. Thereafter, additional increases in taxes are dedicated to the Lincolnville CRA. The St. Johns County Property Appraiser determines the taxable value of the area, and the difference between the base year and the current year is calculated, which is referred to as the “increment”. The Lincolnville CRA operates on a fiscal year from October 1st – September 30th, and at the beginning of each year, the increment is placed into the Lincolnville Redevelopment Trust Fund and may only be reinvested back into the Lincolnville Community Redevelopment Area.
