Disabled Parking

316.1964 Exemption of vehicles transporting certain persons who have disabilities from payment of parking fees and penalties.--
(1) A state agency, county, municipality, or any agency thereof, may not exact any fee for parking on the public streets or highways or in any metered parking space from the driver of a vehicle that displays a disabled parking permit or a license plate issued under s. 316.1958 or s. 320.0848 or a license plate issued under s. 320.084, s. 320.0842, s. 320.0843, or s. 320.0845 if the vehicle is transporting the person who has a disability and to whom the disabled parking permit or license plate was issued.

Appeals Information

Any person wishing to contest a parking citation may appeal in person or over the phone to the Parking Coordinator.

Defective meters

If a person has received a parking citation for overtime on a meter and believe that the meter may have been defective or malfunctioned you may call the Parking office at 904.825.1034 to have the meter checked. If the meter is found to be operating properly the recipient will then have the opportunity to request a court hearing.

“Upside Down Receipt” Citations

The City’s Parking Division will on a one-time basis only rescind a citation for an upside down receipt. It is the driver’s responsibility to ensure that the receipt is displayed properly when leaving the vehicle. If this is the first time you have received a citation for this please fax or mail(address listed) a copy of your meter receipt(both sides) with a copy of your citation to 904.825.1039.

Any other parking violations

The receipient has 15 days from the date you receive the citation to appeal. In order to appeal you may contact the City’s Parking Coordinator by phone or in person. The Parking Coordinator will need your full name and mailing address in order to submit your request to the Clerk of Courts through St. Johns County. Once an appeal is requested you can no longer pay your citation at the City’s Financial Services Center.  You must contact the Clerk of Courts. A letter will be sent to you from the City confirming your request. A letter will then be sent from the Clerk of Courts to notify you and the officer when to appear. DO NOT PAY YOUR FINE IF YOU ARE APPEALING IT.

Important Information

You waive the right to pay the current amount (parking fine) to the City of St. Augustine when the citation is forwarded to the Clerk of Courts. Once the citation is received by the Clerk’s office an additional fee of $16.00 will be added to the total.

If the Judge upholds the appeal, it may be subject to court costs.
