Development, Permits & Utility Connections

Utility Availability
(New Water/Sewer Service Connection or Change-of-Use)

An Availability Request Form must be submitted to Public Works to receive utility information, fees, etc. This information will not be provided verbally over the phone or in person. (Submitting a request neither guarantees service nor commits any further action. It is merely an inquiry for any property or project.) Applicants receive an official, written determination for a specific property that states water and/or sewer availability, connection charges, important information, and further instructions.

Before requesting availability, please check this map to verify that the property is within the City's Utility Service Area.

Construction water can be provided through rental of a hydrant meter.  Apply for a hydrant meter in person at the Customer Service Department located at 50 Bridge Street.  Contact Customer Service at UtilityBilling@citystaug.com or (904) 825-1037 for more information.

Regarding utility connections for commercial, institutional and subdivision projects, City crews typically do not perform this type of work. For all projects, the City reserves the right to assess the scope in terms of difficulty, design and permitting, equipment, personnel and workload, and determine if City resources will be utilized for the work (or some portion thereof). If the developer is responsible for utility work (determined through the Availability Request process), then civil engineering plans, review and approval by Public Works will be required, and a Florida licensed and bonded underground utility contractor must perform the work to City specifications at developer’s cost.

Right-of-Way Permits
The City of St. Augustine requires a Right-of-Way Use Permit for any work performed within or affecting the City’s rights-of-way. This work includes, but is not limited to construction, access to and/or special use of the right-of-way for such purposes as parking in right-of-way, exterior building work, curb cuts, sidewalks and handicap ramps in right-of-way, driveway apron addition or modification, utility work in right-of-way, street signs, paving work in right-of-way, striping, landscaping and irrigation in right-of-way.  (Note that any site work on and within commercial properties requires a different permit; refer to Development & Construction section below.)

Development & Construction - Permits Required from Public Works
For commercial, institutional and subdivision projects, a permit application and complete set of construction plans meeting City requirements is required to be submitted directly to the Public Works Department for review of the work listed below. Public Works approval is required prior to a building permit being issued. Public Works acceptance of construction work is required prior to a certificate of occupancy being issued.
 
A Florida licensed professional who is qualified by State law to perform the design work must sign and seal the plans prior to submittal to Public Works.
 
Permits Required for Projects Inside City Limits:
  -  Water/sewer utility connections, improvements, modifications or extensions
  -  Clearing, grading, stormwater drainage and all other site work
  -  Site development or re-development projects
  -  Building additions (permit requirements determined on a case-by-case basis)
  -  Parking lots – new, additions or modifications
  -  Any modifications or improvements to City rights-of-way
Permits Required for Projects in City Utility Service Area, but Outside City limits:
  -  Water/sewer utility connections, improvements, modifications or extensions
  -  Any work around, over or affecting existing City utilities
 
Requirements for Initial Submittal:
For projects Inside City Limits:
Note that review period will not begin without receipt of ALL required items.
  -  City application form, completed and signed (original signatures required)
      (Note that property appraiser records and Sunbiz will be checked to ensure
      correct signatories on the application form)

  -  Application review fee (contact Public Works to receive fee determination)
  -  One (1) original topographic survey showing spot grades a minimum of 10 feet
      beyond property boundaries, signed & sealed by a professional Florida
      licensed land surveyor

  -  Three (3) signed & sealed hard copies of complete construction plan set to scale
  -  One (1) signed & sealed hard copy of stormwater calculations (if applicable)
  -  One (1) signed & sealed hard copy of pump station calculations (if applicable)
  -  One (1) signed & sealed hard copy of hydraulic calculations for domestic and fire
      protection water systems (if applicable)
  -  CD containing Adobe PDF files of entire submittal package, including application form
For projects in City Utility Service Area, but Outside City limits:

Public Works Pre-Application Meeting
One 30-minute, no-fee, pre-application meeting with Public Works staff may be scheduled by developer’s professional consultant. Email the meeting request along with an Adobe PDF file of preliminary (30%) engineering design plans minimum one week in advance of desired meeting date to: PWPermits@citystaug.com. Public Works staff will provide a preliminary technical review for the following elements (as applicable to your specific project): water and sewer utilities; backflow preventer, grease interceptor and other environmental compliance requirements; various site layout components; stormwater retention, treatment and runoff; right-of-way connection; and solid waste service. The level of staff review will be commensurate with the level of detail provided on your plans. Staff will not provide design recomendations or review for quality assurance, but will simply comment on elements of the design that do not meet codes and standards. All design work is the responsibility of the professional consultants hired for the project.
* Note - for projects inside City limits, we strongly recommend you first attend a "Friday Review" administered by the City Planning & Building Department to meet with officials from all City permitting agencies, including the Building Official, Fire Marshal, Deputy Director and Director of Planning and Building, Public Works, and City Attorney. Public Works Review Process
City Public Works follows a standard 30-day review period beginning on the date a complete submittal package is received at Public Works.  Special consideration may be given on a case-by-case basis for follow-up submittals and minor projects, staff workload permitting.
